OTEC is Ontario’s Tourism Workforce Development Organization. We’re a not-for-profit committed to the growth of a professional and skilled tourism workforce in communities and organizations throughout the province.

We offer our clients and partners strategic guidance, resources and support with program and project implementation. Position Summary

OTEC is rapidly growing and is seeking an entrepreneurial-minded individual who enjoys wearing a number of hats with our partners, our projects and our team. Reporting to the Vice President Workforce Solutions, you will oversee, monitor and manage a range of high-profile, multi-partner projects, from project planning to implementation.

You will build and manage partner and client relationships and work with them to develop and deploy data resources, workforce programming, solutions and provincial strategy. You will lead and inspire a team of managers, specialists and liaisons to carry out thoughtfully designed sector-based workforce development strategies, initiatives and deliverables. You will lead complex projects and oversee research and project evaluation carried out by multi-disciplinary teams.

People Leadership

  • Leading and inspiring a team of managers, specialists and liaisons to carry out thoughtfully designed sector-based workforce development strategies, initiatives and deliverables

Client & Partner Solutions

  • Advocating the capabilities and potential of small- and medium-sized tourism and hospitality businesses and supporting them to build their capacity to raise their profile to establish them as a recognized destination of employment.
  • Overseeing the creation and management of client groups of small- and medium-sized businesses to establish workforce strategy, programs and solutions, taking advantage of the economies of scale, enabling them to become an employer of choice and engage with new labour pools.
  • Creating suites of solutions that range from attracting a dynamic long-term workforce, boosting workplace productivity, to project managing the launch of a new program delivery network.
  • Leveraging emerging technologies that will allow creating economies of scale and capacity with small and medium tourism businesses

Workforce Development

  • Facilitating the tourism workforce development cycle through our network of academic, economic and employment training partners and stakeholders, by coordinating activity in labour market development, workplace skills development, and destination development.
  • Supporting the expansion of Tourism SkillsNet Ontario (TSO) to 20 destinations by 2021 by facilitating the sharing of resources, best practices, and communications between regions.
  • Leading research and evaluation activities on a project basis while supporting the development of OTEC’s impact monitoring capacity.

Business Development & Strategic Partnerships

  • Identifying and advancing new project opportunities and supporting the development of strategic partnerships.
  • Leveraging networks and knowledge within our partners in communities, industries, academia, associations and government.
  • Working with our partners (TIAO, ORHMA, RTO’s, DMO’s and municipalities) to help them adapt the provincial strategy to their local needs and supporting them to attract and sustain investment to carry it out

Critical Cultural Requirements

  • Coming up to speed on the attributes of workforce development and resources, partners and stakeholders in the sector
  • Industry experience is not necessary; preference for a strategic thinker with a successful track record of building new products and solutions that address specific questions and challenges in workforce development
  • Equally comfortable shifting from vision-setting strategic work to overseeing the details of program deliverables development and delivery by the team
  • Comfortable with building processes and plans when not already in place
  • Possesses the gravitas necessary to build the team required to deliver on the program

Qualifications, Competencies & Skills

  • Minimum of five (5) years in a project leadership role, preferably with experience in workforce development, client management and business development.
  • Experience in strategic partnership development, ideally with public and private funders, government, community and industry partners.
  • Demonstrated track-record of skillful project management as well as experience building and leading a high-performing team while overseeing the work of cross-functional team members
  • Experience designing and conducting sector-based workforce development considered an asset
  • Ability to synthesize and document insights in clear and compelling language.
  • Possess an innovative mind set with an understanding of the broader workforce development ecosystem
  • Strong leadership and project management skills
  • Ability to motivate teams and inspire members to innovate
  • Sound problem solving and negotiation skills
  • Ability to facilitate client and team meetings
  • Financial and budgetary management skills
  • Strong interpersonal and relationship-building skills
  • Ability to scope research projects and develop proposals for funders and other partners
